The strongest accessibility programs are not either-or. Continuous automation and periodic manual audits address different kinds of problems, and a mature program uses both deliberately.
Automation for breadth and speed
Automated scanning and runtime remediation are good at breadth: checking many pages frequently, catching regressions quickly, and patching the common, detectable technical issues as soon as they appear. That coverage runs every day without anyone scheduling it.
Manual audits for depth
Human audits provide depth that software cannot. A reviewer who uses a screen reader can judge whether a page actually makes sense in sequence, whether alternative text is meaningful rather than merely present, and whether a complex workflow is genuinely usable.
